This  service is a self-directed home care benefit available to Medicaid eligible members who need long-term home care services. The service is also called as CDPAP (for program).

Unlike traditional home care services, the uniqueness of CDPAS is that you, the eligible consumer, manage your daily living assistance needs. This can range from basic housekeeping, personal care or nursing services.

Hiring your own caregiver is unique attribute people on the service enjoy. With traditional home care services, someone you may not know comes to your home to care for you.  However with this program, you the consumer, are in charge of who provides your care because you are responsible for selecting and hiring your caregivers.

Self-directing is a term used in this service. The eligible consumer needs to be able to effectively supervise his or her care.  A consumer who is not able to self-direct may have a responsible adult, called a self-directed other (SDO), assume the service responsibilities on his or her behalf.

Eligibility for the CDPAS is determined by the Local Department of Human or Social Services, or a Managed Cared Organization (MCO) or a Managed Long Term Care (MLTC) Organization in the county where the consumer or the member resides. A nurse conducts an assessment to determine the level of assistance with personal care services, home health aide services, and/or skilled nursing services the member is eligible to receive. The nurse will assist the consumer in deciding if the program is right for him or her.

How does CDPAS benefit work?       

Once a member is eligible for CDPAS, the hours of services needed are calculated. The member then selects an approved agency, such as Medical Solutions Inc., to be the provider handling employee payroll and benefits. During this time, the member is determining who will be their personal assistants (PAs).  We can also help you in your search for your caregivers.

The PA can be almost anyone the member wants – a friend, neighbor, former aide, or in some cases, a family member.  However, a parent, spouse or SDO cannot be a PA.  It is important the member is comfortable with the individual(s) and that the person can be trained to do the work necessary.

As the manager of their care, the member or SDO oversees all aspects of their care.

If so, this program may be for you. As the eligible member receiving home care, you will be responsible to hire, train, supervise, and if necessary, dismiss your personal assistants.

INDEPENDENCE:

Would you like the freedom to schedule and direct your plan of care?

If you answer yes, then again, this program might be best for you. Members schedule when the personal assistant(s) work, directing how and when their plan of care is provided. Members are responsible for scheduling alternative coverage if the PA cannot work. Members are responsible for making sure that care is actually delivered, and verifying the time worked for payment.

What is the role of Medical Solutions?  

Medical Solutions, Inc is an approved agency for the Consumer Directed Personal Assistance Service throughout the Greater Buffalo / Niagara, Rochester / Finger Lakes, Syracuse / Central NY, Binghamton, and Albany Capital District regions of New York State.

We provide the mandated services as the Fiscal Intermediary.  Our responsibilities are to act on behalf of the member by billing for the care provided, performing all payroll responsibilities for the attendants including withholdings for payroll taxes, social security, disability, unemployment and worker’s compensation.  We ensure required background checks are completed and the workers meet health guidelines set forth by New York State.  Our program director works closely with the consumer to ensure satisfaction with the program and to support the consumer as needed.
